I'm not sure there are many true "rogue cells" in Cerberus aside from the Teltin facility. And even there, it doesn't sound as if the scientists were directly disobeying TIM so much as just hiding some of the details from him. Cerberus was a newer organization with presumably fewer resources back then, so he may not have been able to monitor them as closely, but he must have had *some* idea what was going on there even if he wasn't aware of the torture and the high rate of death. I don't think he'd just hand the scientists a bunch of money and a base without some sort of goal in mind.

 

Yet, that's exactly what it appears to be. If Teltin was unique that would be one thing, but it isn't. This is a problem that plagues every single Cerberus project we see; it's relentless how often Cerberus incompetency breaks into the story.

 

That's not to say there aren't any explanations for why this is the case -- there could even be good answers. The problem is none of these are evident in the story apart from incompetent people telling us that they aren't incompetent. If you trust that the writers, for the most part, know what they're doing it works. But the problem for me is that I don't trust the developers. We have the Collectors who don't have a plan that could work, we have TIM whose plan banks on the Collectors being bumbling idiots, a poorly justified railroad, characters as plot devices, etc. I'm taking things as they are shown.

The amount of times the writers used "rogue cell" as an excuse for Cerberus is amazing, everything bad in Cerberus was supposedly done by a rogue cell. 

 

I didn't actually mind working for Cerberus, I agree with TIM in a lot of things, but the amount of BS that the writers tried to pull with them is ridiculous.

But I guess I don't recall any time that a "rogue cell" was explicitly posited outside of Teltin and Overlord, and I think the evidence from ME3 indicates that TIM wasn't being honest with Shepard about Overlord.

IMO, the only Cerberus rogue cell is Shepard in ME2

Well the vid logs on Pragia do have a guy saying "We're dead if TIM finds out what we're doing here". Even then I assume TIM knew they were kidnapping children and experimenting on them, he just didn't know about the fighting ring and those kinds of details. 

 

Or he did, it wouldn't surprise me if he had the place bugged. I doubt he'd have cared if he got his mega Biotic.

If these decisions were real life, then we wouldn't be limited to game choice and so there are some of these I would choose a very different option and one or two that wouldn't occur:

1/Destroy or remove the Mercs Com Equipment and restrain him, after the Mission report his location and identity (Blue Suns Merc) to the local Authorites.

2/Let her go, she appears to be a victim.

3/I wouldn't have a Krogan on my Ship to begin with, they are way too volatile and uncontrollably aggressive to risk one on a Space Ship...But if I had no choice but to have him on my Ship, though I would be able to talk down a personality like Wrex, I am having difficulty deciding whether it would be best to just remove the problem in such an urgent situation (aka shoot him) or talk him down and just hope and pray he stays convinced.

4/Shoot him, considering there's no assurance of local Omega authority (Aria) stopping him, taking matters into your own hands is the only choice...chasing him off only leaves him to continue his activities.

5/Legion...though shutting down outgoing coms and looking for alternative solutions.

6/If I had my way Jack would never have gotten onto the Normandy, way too volatile and unstable to be on the Ship... But if no choice, then would side with Jack...Miranda's very in the wrong.

7/Destroy...no brainwashing, death is the kinder solution.

8/Shoot the hostage, Vasir has already made it clear she will kill anyone and I wouldn't trust her not to kill the hostage and the rest of us if the thermal clips are dropped, shooting the hostage may well be the safest option for the hostage.

But then again, I don't play LotSB (played it a couple of times, now just leave it)... don't play any Shep's who support Cerberus, uses their assets through need, but does not defend or support them...plus I feel Liara's an extremely bad choice for a SB, not a good personality choice for that much power and control.

1) Merc - push out window or let him go

 

Out the window. You're not in a position to take prisoners and if you leave him in your rear, you risk being shot in the back. Also considering the mercs were in the process of slaughtering innocent workers, they've forfeited the right to ask for mercy.

 

2) Rana Thanoptis - shoot or let go

 

Shoot. You know just enough about indoctrination at that point to worry whether or not she might be under the influence of it. And you find her on a research facility where they were conducting experiments on sapient beings against their will. That's some Dr. Mengele stuff right there.

 

3) Wrex on Virmire - Let Ash shoot or shoot him yourself or are you a good enough talker to talk him down?

 

I'd try to talk him down. By that point you should know Wrex well enough to have established some level of trust between you, and to know that he isn't an unthinking brute. To be on the safe side though, tell Ashley to be ready if the talks go south.

 

4) Batarian Bartender - make him drink it OR make a scene OR chase him off (he has killed before)

 

Tell Aria. Poisoning her customers is bad for business, and her way of dealing with it would no doubt be both swift and ruthless. Also it doesn't make a scene or draw attention to Shepard.

 

5) AI Core - Side with Legion OR Side with Tali (no, you cannot compromise)

 

I'd rather compromise but if that's not possible, side with Tali. The Geth might have been the victims in the Morning War, but the Quarians have never been Reaper allies. 

 

6) Miranda's Office - Side with Jack OR Side with Miranda - Argument was because Miranda wouldn't admit what Cerberus did to Jack was wrong. (no compromise)

 

I'd rather compromise but if that isn't an aption, side with Miranda. While the Cerberus experiments were wrong, Miranda had nothing to do with that. And it was Jack looking for a fight, not the other way around. Jack doesn't need to like Miranda, but she does need to work with her. If she can't look beyond personal feelings to focus solely on the mission, she can get off at the next port. Like Jack I would neither like or trust Cerberus, but I wouldn't be barging into Miranda's quarters demanding she explain and apologize for everything Cerberus does. That's counterproductive and jeopardizes unit cohesion.

 

7) Heretics - Rewrite OR Destroy

 

Destroy. I'd rather be on the safe side and eliminate the former Reaper allies. Also I'd be worried about whether or not the rewrite would work as intended.

 

8) Tela Vasir - Thermal Clips on the ground OR Shoot the hostage - remember this is not a video game, so that shot has to be very very accurate, and you'd better have AP ammo equipped.

 

Thermal clips on the ground. I'm a good shot but that requires a lot of luck...both that Vasir doesn't get a shot off on the hostage and that your shot doesn't hit something vital, like her femoral artery. Leg wounds can kill. Also Liara is a biotic. You can't make her drop that. Drop the weapons and let Liara take the 'shot' at Vasir with her biotics.
