I seem to only be able to import any given world state once. It's kind of annoying, because that means I need to redo the ENTIRE keep every time I start a new game. And given the poor lighting in the CC, it'll take me several attempts to get my character to look right.
Is there any way to fix this?

You should be able to create multiple new games with the same world state in the Keep; can you elaborate on the behaviour you are seeing at present?
Okay, from the beginning:
I set up my world state in the Keep, loaded it up, and started playing. A few hours in I realized my character looked really bad outside of the CC, and decided to restart. However, when I tried to make a new character, my previously loaded world state wouldn't import. I received a prompt to use the default world state.
I exported it again, and it still didn't work, so I went and rebuilt the world state from scratch. I loaded this one up and it worked, so I tried to make a new character. I was planning to keep making characters and trying different appearances until I got one that looked good outside of the CC. I didn't like the first attempt, so I went back, and once again my world state refused to import.
Thanks for the additional info - what you're seeing isn't expected. If you do see the same behaviour again, I would suggest retstarting Origin / your console, and seeing if that corrects the issue.
I can do some follow-up here and try to reproduce the issue locally.
Do I really need to redo another tapestry? I imported Keep into the game three days ago - played as a human warrior - went to make a Qunari mage today and I only have "default world state" as an option. I'm looking at my tapestry right now...sitting there, my only one. What gives? Having the exact same problem.
Using Xbox One
I'm on PC. If you're also having the problem, then it's probably related to the keep, not the game.
