I don't much care about the nudity. Cullen's 'sex' scene had very little of that to be honest. I do however like the lead up to the romance taking that final step. For some reason it doesn't seem like a 'complete' romance if they don't consummate. They are in fact faced with what could possibly be the Inquisitor's final days and hours and they are supposed to be in love, for me it's a natural progression of the relationship under the strain that they all face and it does seem incomplete when it doesn't happen. Thankfully, I love the Cullen romance and will most likely stick to that with most play throughs.
Yeah, Cassandra and Cullen's romances seem to hit that nice balance, the Solas one was nicely ambiguous whether or not it was consummated or not, but with Josephine, a lot of it kinda felt like she was tip-toeing around the Inquisitor like she does with Blackwall if you don't romance her?
I can get that Josie's a fan of courtly and chivalric romances, but you'd have to question why someone who was trained as a bard for a while and whom lived in Orlais and all it's intrigues for so long, is so blind to the fact that the Inquisitor is obviously hitting on her until they actually tell her so? Unless she's playing dumb (like the Warden can with Leliana) and is waiting for you to make the first move, it seems out of character that she'd not recognise your intentions sooner?
And speaking of Cullen, would have been funny to have some jealousy dialogue, that Josephine had seen Cullen in the buff before the Inquisitor?
