if you need 40, youre far enough into the game to have a massive load of areas to go to with massive loads of rifts and many other things to do. There are also little tasks that you can do to get power in the requisitions area for each zone.

Maybe some of those quests will open up other quests.

 

Maybe you haven't found a lot of quests yet.

Close rifts, find camps, find landmarks, find shards, do the constellation puzzles...

 

There are many ways to gain power other than just doing quests.

Oh. I have been skipping the shard stuff. Didn't think it did anything. Almost all my rifts are closed, I need to unlock two more areas. One costs 8, one costs 20, but I haven't because I am focusing on story.

Unlock the areas. Doing the sidequests in them and all the other stuff will give you 40 power easily.
