Had the same problem. While in Redcliffe, I fast traveled to Redcliffe. After that the Dwarf appear and I could progress the quest. (On PC)

Don't have to talk to the dwarf at Redcliffe just kill the bandits that have the book. If you go to the most south west camp in Hinterlands and travel North youll see bandits there kill the. And take poetry book. It bypasses the dwarf from there

Basically I think I am stuck trying to do one of Cassandra's Romance missions. I've collected the candle and the flowers from Val Royeaux so the final thing on my list is this freaking poem book from Redcliffe. 

 

I headed up to the village searching the market stalls and trying to talk to the vendors but nothing...I literally cant find anything about poem books. I feel it must be yet another wonderful glitch because out of the three vendors only one will even engage in conversation and interestingly that person is a book seller...unfortunately all he wants to talk about is how he hates the surface and how its too bright for him.

 

So what the hell am i supposed to do with this quest? Is the book seller bugged? Do I have to talk to someone else that I am overlooking? If anyone has completed this quest can you tell me what you did to finish it because I am at a loss here.

I was puzzled why the romance didn't initiate.
The answer was that I hadn't done the 'Locate the Missing Seekers' which is very important to her. But first I had to do 'Here Lies the Abyss'  and 'Promise of Destruction' to get to this quest. So, it's actually not easy to court Cassandra. You have to work for it, and prove your self to her.

When you speak to the Dwarf Book Merchant he says his supplies have been hijacked. Ask him about this and he gives you a quest to go get his stolen merchandise. He's the one at the center of this three part quest.

The stolen books are in the Hafter Woods part of the Hinterlands.    I seem to recall you cross the bridge into the farmlands and then go straight ahead into the woods.
