i've got some common weapons, seems some of them are better than rare type. keep it is a wise choice?

moreover, if a get some rare item but in low level, is it useful? and can it be level up?

A: Sometimes. Take a close look at the rare weapons stats. Even if the DPS is a little lower than a common items, it may have other stats such as elemental damage, critical bonus, flanking bonus, bleed chance, or others that could make it a better choice. 

 

moreover, if a get some rare item but in low level, is it useful? and can it be level up?

 

A: Again, Sometimes. Low level rares are probably meant for use until you get unique items or stronger rares. But no, you cannot level them up with you (at least to my knowledge).
