So I walked over towards the stables in Skyhold and my Inquisitor shouted that out. Is it impossible for me to recruit Dennet at this point? Kinda sucks because I just went back into the Hinterlands to start doing all those quests. I currently have the Watchtower war table operation going, do I need that done first? I thought it was still possible to recruit him because I heard someone around Skyhold say that our new stables would be sure to get Dennet to come and help us.

You need to finish the watch tower and deal with the wolves first to convince him to send you horses, afterwards you can convince him with Cassandra to join you.
