[Kakyuu]

I'm not sure if this is the right place to post this, and if not I apologize in advance.

 

I'm completely stuck in the mission Wicked Eyes and Wicked Hearts. I have found the item in the library and on the balcony, opened the door to the the advisers room and looted everything in it. I'm pretty sure the green torch is supposed to illuminate something but I cant find it. 

The plot point still shows I'm missing something on the balcony, but I don't get any pings from my secret radius up there. 

I'm a glitched?

Missing something completely obvious and look foolish?

I hope it is the later.
