 either no one joins or I'll get a sudden mass joining 20-25 minutes later.

This happens in ME3MP too. It has to do with the way the matchmaking system is coded. Hosts are qued up in a list in order of when the lobby is created (but you never get to see this list or know what position you are in que) so for a while there is nothing while people join the lobbies that were created first. when is finally your turn everyone searching for a match gets automatically thrown in your lobby.

Really? I though it depends on your ping to the people trying to find a lobby. So, if you've got a slow internet it would be hard for you to get randoms to join.

The chances are there is nothing wrong with your internet.... There's been several times I have been repeatily boot off a team before the party screen loads up... The only way I know this is because of the open mic feature, I can hear the same voice (in the same langauge, usually non-English) over and over; heck one time it was the same guy playing some sort of Indian/Pakistani music... he or she booted me off five times before I finally connected to someone else. And they are constantly booting me off... I have half a mind to tell them to make a private match or at least give me the option to opt out of joining their groups!
