I am seeing that some enemies level up with me, but there is enemies beyond my level, like the high dragon in Hinterlands, which is at level 12. Does he stay level 12 or will he go up to level 13 when I level?

He stays at 12, though being a bastard he's still really hard to kill. I'm 13 and still having issues, mostly from her children. Otherwise it's just a large grind fest to get down her health.
