I'm having an issue here spent hours looking for these Ferelden locks which apparently drop from bandits, but I already cleared all the bandits and all I see are Vinatori soldiers (which are rare still). Right now I'm level 16 and didn't complete this quest yet. Any help would be appreciated as a google search doesn't turn much up.

I found them all throughout the Hinterlands by killing people so that's the only advice I can give you. I also suggest you don't even bother with requisition quests, it's not really worth it and they repeat themselves. In fact, I think I got around 4-5 unique requisitions quests before one repeated itself.

I have the same problem, there just aren't any places to grind to try to get it to drop.
Also I swear I got that quest when I was only halfway through hinterlands so it's pretty odd that not even one of these locks dropped during that time.
This quest being unsolvable right now really makes my OCD itch
.

I think that was a troll talking about the locksmith.
Though it does seem like they want us to craft them. I've been everywhere in the hinterlands, spent a few hours just scowering for bandits. I killed a ton and still no locks.

Ok one of these just dropped in the exalted marches for me from a group of red templars, so there might be hope to finish this quest outside of hinterlands.

So having finished the game I never found a way to complete this quest. It's still in my log and impossible to finish. Fair warning to all, complete this quest before you leave the Hinterlands.

just happened to notice that:
on my rouge play through i went downstairs into the haven prison and searched there before doing anything else.
the cage requisition was the first one offered in the hinterlands when i arrived. completed with no problem.
second play through as a mage didn't go downstairs in haven until after scouting hinterlands.
I'm now level 7 mage and the cage req hasn't shown up.

It seems to be random, sometimes you keep getting locks and decorative gems from the rogue Templars in the hinderlands and sometimes you get random cloth crafting materials.

No idea on the Fereldan Locks issue, it seems to be like the Silly Splinters for the banana weapon, if you don't get them early on, you just don't get them at all, hopefully this will be resolved in a patch later so things like this can be addressed. The inventory restrictions is one reason for me not getting that particular quest complete, I probably sold them not knowing what they were for early on. The game needs to have a way for you to "store" stuff for later use, the personal inventory is far too limiting.

Yep, you can't finish the Ferelden Locks once you finish the Templar quest in the Hinterlands. AND you can't finish the Orlesian Culture one once you finish the Freemen quest in the Emerald Graves. Those two quests are just sitting in my journal, mocking me.
I'm hoping we can get some sort of fix for this, like how the codices you missed end up at the bookseller in Orlais.

Theres no need to fix them. The requisition quests are all pointless. Feel free to skip them all, they are a waste of resources. The two things you definitely don't need more of in this game is power and influence.

Yup the req quests are worthless. One of my alts is only lv. 12, I have like 50+ power right now.
Plus there's a way to actually buy power.....

Actually, this quest can be completed even after the Mage and Templar camps have both been cleaned out. It can even be completed after Corporal Vale gives you his "great job" speech and is recruited. Three Templar Archers respawn at the cabin in The Outskirts that they burned the mages in, just west of the widow's cabin between Dwarfson's Pass and Upper Lake Camps. I was tired of getting stuck with this quest and figured there still had to be a way to do it.
You must leave the Hinterlands to get the Templars to respawn, so right now I'm going back to Haven, then back to the Dwarfson's Pass Camp and then saving just before reaching the cabin. I usually get 1 to 2 keys per run if the quest is active; however, If I don't, I reload and try again. Then its back to Haven again. Going to see if this still works after completing In Your Heart Shall Burn and going to Skyhold on this play through as I don't remember looking for those three Templars on previous playthroughs...
After completing In Your Heart Shall Burn, the three Templar Archers no longer spawn at the cabin. I've run around killing Red Templars, Bandits and Outlaws, but nothing seems to drop the keys any longer. It would seem that this quest should no longer be assigned once you have completed In Your Heart Shall Burn; but as I did get it, it would seem the bug is the actual quest assignment system. You would think EA would have made sure that once a decision tree plot point had been reached, that this quest (and a few others) would have been disabled.

Seems like a lot of effort... I have a few quests like that. I've needed Nevarran skulls for like an entire playthrough, to the point where I'm basically almost done with all the quests in the game, so it's not like I just skipped an area somewhere.

new crestwood merchant if you have, I -think- , the short list perk from connections. They show up there for my Inky that has completely filled connections, but someone said shadow wisps show up in a val royeaux merchant with the short list, so guessing it is the same thing.

It would be nice if they put in a patch where you can buy this stuff at a Skyhold Merchant or at Black Emporium (A discarded stuff merchant)
