So a lot of these minor quests don't seem to give any xp, rather just a power point. Obviously power points are good and you need them to some extent, but I've hit level 8 and my leveling speed has gone down dramatically. I'm sure this is by design, but still, I'm curious as to what types of tasks in this game are good for getting XP since quest completion doesn't seem to give you any.
Do all quests give XP? What's the best way to get XP?

They give XP as well. Hell, even reading codex's give XP.
There is a bar at the top of the screen showing XP increase and total XP accrued. When you complete a task or read a codex, you get a numeric value that is added to that total value. It's very easy to see how much and when you're accruing more XP.
As for what is the "best", that's hard to say as there are many routes to gaining XP. You can even add XP boosts from war council room via inquisition perks.
I'd consult a walkthrough guide if you're looking for best fast-track to leveling.

I spent my first two Perks on a couple of those "opens new conversation options" deals since my hero's quite the inquisitive little fellow and such. As a sweet aside those gigs also offer more XP per codex entry unlocked. I'm pulling 100XP with each new item read, it seems, which is nothing to scoff at.

Agreed, I did the same.
Considering it's 1500 -> 3,000 for leveling from 5th to 6th just read all the plaques in Val Royeaux almost dinged me lol.

Closing rifts seems to be the best/fastest way to level up. I closed some level 8 ones last night and they were giving me 500+ xp a piece, in addition to the demon killing xp.
