Where do I go to upgrade the watchtower? I've committed the resources to it and I upgraded the garden but I can't find the one for the tower.

If you go to where Cassandra is practicing and go up those stairs all the way to the top and then go north along the battlements you'll see an object that you can click on that says upgrade. It's the tower to the west of that which is the Watchtower
