So I decided to try "The Rare Stock" Connections Inquisition perk. But where is it? Merchants don't have anything new, no new missions on the war table either. Probably try and go back to an earlier save when I get home from work and choose something else, as I've yet to find anything on it.

I haven't really done much shopping (other than selling), but it definitely adds a new merchant in Skyhold that sells varying levels of Influence and power (though it seems each purchase gives one power and only influence actually varies). I'd say it's one of the better upgrades even if that's the only thing it gives.

 

Edit: Look for the the star/diamond above item categories in the shops, that's where the "rare" items are I believe.

Ah, I've yet to get to skyhold on any of my characters. So that could be it.

I just bought this perk and I'm at Skyhold. It appears that all it did was give me 10 of each tier 1 crafting good. None of the vendors in Skyhold have anything new for sale (the 2 outside including the one that basically lets you trade gold for influence and power) or the blacksmith in the undercroft.
