I started to wonder where can I find/buy/craft runes for my staff? I have already played through Hinterlands and visited Val Roeaux but I have not found a single rune from merchants. I seem to have found some materials for them, even some rare ones, but I can't remember or find a place where I could use these materials to create runes and then add them into my weapons.

 

Have I missed the place or haven't I just progressed enough to be able to have anything done with runes?

Like I've found with many things in this game so far, the answer is Skyhold.

 

1. You must first unlock Skyhold (via the main storyline)
2. Then unlock the rune crafting NPC - a War Room option
3. The above allows you to craft runes and insert runes in your weapons

Most runes are acquired by holding a veilfire torch to a mark on a wall.  Very annoying.
