I just spoke to Mother Giselle and now the Travel to Val Royeaux option is open. I haven't really explored the Hinterlands much. Only set up one camp and closed one rift. Level 4 currently. How long should I wait until moving on to Val Royeaux? Right now or level up/explore/set up some more camps and then go?

I know enough to know that I can't 'clear the map', but I don't want to go too fast either.

I was level 6 when I went to Val - and 15 hours into the game with about 40% of Hinterlands done. You don't fight anyone or anything there so no worries, it's just plot advancement.

Going to Val-Royaux open up "quest" to get 4 more companions.

You do get into two fights for one companion recruitment there but they're not hard.

Its rated lvl 4-7, but as mentioned there's nothing much going on besides dialogue and cutscenes.  The two fights are trivial, so you can safely go as soon as you have enough Power.  If you want Sera, Blackwall, Vivienne, or The Iron Bull in your party, you should go ASAP.

From a story standpoint, I waited until I had closed most of the Rifts in the Hinterlands that I have found so far and completed many of the side quests in the area. I felt like my protagonist had to start the process building the Inquisition into a real force of military power and influence before it was appropriate for her to show herself in Val Royeaux, especially since she doesn't have a formal leadership rule in the organization at that stage of the game.

I went as soon as I got 4 power and it worked out great.
