...I cannot upgrade my skills? I got the help tip message pop up when hit level 2 and it said to go in and upgrade my skills. I went in and I cannot upgrade any along with a message saying across screen something like some features not available at this time or something like that. Why would it tell me to go into there and pick some upgrades using my newly acquired skill points if it won't let me use them. Is there something wrong with my game or is it just bad design with game telling me to do something when game will not allow me to do it yet?
Any reason why...

Yes, after closing a minor rift on top of a hill I hit level 2 and it told me to go in and allocate points but will not let me do what it told me to do.

It does this when it's auto saving. Just wait for the red swirl to disappear.

It also does this when your character is in combat or combat stance.

One of the many minor bugs, save the game, then load your save. Forces the game to reload the protocals. And it should work correctly after that.
Use that rule to fix the many minor bugs. And you'll be good.
