Lord Berand (Love Waits) Missing (Bug?)

Hello, I seem to be encountering a bug where Lord Berand, the NPC who is to be informed of Velinna's death in the quest Love Waits, seems to have disappeared. The quest marker leads to a tower in the south east of the hinterlands (between outskirts and Dwarfon's pass). The tower is not the cult stronghold from "Praise the Herald of Andraste," where I am led to believe he is usually located. Additionally I cannot find Berand in the stronghold. I believe that because I completed "Praise the Herald of Andraste" before speaking to Lord Berand and because I told the cult to help the Refugees that perhaps Berand has dissapeared for some reason.

 

Can anyone fill me in on if this is a bug? Is there a fix or solution someone can reccomend. In short, i'd like to find Lord Berand, not only to get the quest off the list, but because I understand he may be useful in other ways.

He should be in the cult stronghold.  Go to the "Bar" 2nd floor, usually he's on the balcony looking out.

 

If he is not there, leave the map and come back.  I once had his quest marker show up somewhere odd as well, i think it was the rift area on the SE corner of the map.  i went there, he wasn't there.. didn't sweat it, went about my business doing other quests, came back hours later and he was where he was supposed to be. (cult bar that is)

That's good news to my ears. I'll take a field trip back to Haven and see if it sorts me out.

I had the same problem.  The map marker seems to be wrong.  Going back to the cult stronghold, I went to the second floor.  I couldn't find anyone to talk to, but the quest randomly disappeared...

 

My advice is to make sure you do this quest BEFORE closing the rift inside the stronghold.

I did it after closing the rift, so it's not necessarily that.

He is supposed to stand on the balcony looking for someone right? Because there is a guy there, looking out from the balcony, but I cannot click on him. And the quest marker is somewhere else on the map...
The first time I want to the cult the questmarker was there but disappeared as soon as I had climbed up to the second floor.

 

I guess I'll just keep coming back and see if it works eventually.

Yep, I'm running into the same problem. I keep coming back to the balcony after doing other quests and Berand is nowhere in sight.  I guess I should have spoken to him before finding the letter.

There are 2 people on the balcony. Berand is usually tucked in the righthand corner of the balcony

Sometimes NPCs are missing (vendors, quest contacts, companions in sky hold) and you may get vastly misleading quest markers as a result.
This can be usually be fixed by a combination of reloading, leaving the area and coming back or prayer.

For me, Berand is usually standing by the huge cask/barrel of alcohol on the second floor of that building (next to where people are seated drinking - and where you can find one of the hidden bottles of alcohol nearby on another table too). I've only ever had him show up out on the balcony once and I've done that quest... four or five times now (don't ask, I have several inquisitors and games that I switch between when bored lol). If he's not out in the balcony, try the barrel/tables area on the second floor. Failing that, leave and go do other stuff and then try again later. He's probably just glitched and not showing up.
