I don't know but I don't think he can get up as much Guard as a Sword and Board character but you could give him a sword and shield but why would you do that.

He's as good as you want him to be. His abilities are blank when you get him, so you can spec him however you want. That said, his specialization, Reaver, is better for a 2hander, probably.

He's got less damage mitigation than Blackwall or Cass, but better damage and a self heal.
Blackwall has the best overall survivability.
Cass offers strong party buffs.

take any warrior...
full vanguard tree
mix some stuff from sword and board
set to preffered on tactics all taunt abilities
and all warriors are same level of tank

Reaver is a damage-dealing spec, as is 2H, so from the standpoint of available abilities, with 2H/Reaver/Vanguard, you have only one tree with tanking abilities. It might work OK, depending on playstyle and your difficulty level. It could work on Normal. With Vanguard you have a mix of guard creation, taunting, and armor boosts, which might be enough to tank. Haven't tried it. With S&S you get more damage reduction and guard generation, particularly shield wall, which builds it quickly. Also, S&S has Bear Mauls the Wolves, which makes you immune to flanking and resistant to stagger, which are great for tanking.
Has anyone tried tanking with 2H plus Vanguard? I'm thinking of speccing Blackwall that way.
