I don't know how to tell what status effects are on my party or combat targets except for the occasional floating text that gets lost in the mayhem.  Am i missing some other indicator?  Is it hidden in tactical camera?  I appreciate any help.

If you use tactical camera and point over a character/enemy it shows all status effects and resistances. 

Also, dispel removes barrier from enemies (which you can notice because their healthbar is blue, not red).

 

Apart from that, if you select a party member on PC (don't know about consoles) there are icons describing status effects just above the quickbar.
