After defeating the dragon in the Hinterlands I started exploring the Dragon Nest area and found a ladder high placed (that's the second ladder that you will see in the video at the end). I've spent a lot of time trying to find a way to reach it and finally found what was preventing me from accessing it, there is an invisible ladder around the dock that is supposed to lead you higher to use the second one except that it is bugged.

 

When "scanning" the dock you can hear it beeping (most of times it remains silent) and you can actually climb it but you climb through the mountain and eventually you will fall when you reach the top:

 

 

It seems that the ladder is misplaced and should actually allow you to climb one of the wooden structure to finally use the second ladder.

Yes, I just found this as well. I tried everything I could think of to climb up to that part of the docks, to no avail. So, either both ladders have been badly "hidden" and that part of the docks is now supposed to remain unreachable, or there is a bug and we cannot access them, so maybe a future patch might correct that.

Confirmed there is nothing up there. When on the bridge jump down in the river to the right. The platform that has the second ladder on in has some jumble rocks next to it. Get as close as you can to the platform and call your horse. It will spawn on platform. Mount it then dismount. Ladder now accessible. Nothing up there.
