Interesting.  I got Cassandra as Divine as intended, but most of my actions seemed to have favoured Leliana if the OP's post is correct.

Post your playthrough data so we can cross reference.

From what I can tell, Vivienne gets points since Celene is still empress in that ending. If Celene is still alive, Vivienne gets support.

I let Celene die and had Vivienne Divine....

My game was:

                   Mages Conscription

Vivienne dialogue I pretty much said that the chantry should control the mages

                   Booted out Wardens

Let Celene die and backed Briala behind the throne

I've been reading around a lot to find what affects the divine because I was shocked as ball's when Viv got it, I didn't even realise she was a posible candidate but I am starting to think the Winter Palace may not have much effect on it?

I really love how none of the ladies has an absolutely perfect Mary Sue ruling as the Divine.

Here's mine hope it helps. I was trying to get either Vivienne or Leliana since my Inquisitor are in a relationship with Cassandra.

Who became your divine?
Leliana

Who did you side with mages/templars and under what condition? (Conscription, free)
Mages as allies

When speaking to companions regarding chantry, how did you respond? (i.e. Dorian, Vivienne) (i.e. chantry is fine, mages need to be free, chantry reformed)
Did not really support the Chantry I suppose that translates to reform, sided with mages. Aslo played more on the agnostic side, did not agree that I was the harold just an ordinary person trying to help basically.

How did you treat the chantry ambassador who inquires about the next divine? (Complied, told them no, etc.)
I told her no

Did you do any of the war table operations to support a divine candidate?
I supported Vivienne at war table, did not see option for anyone else

Did you support a divine candidate through dialogue with them?
I told Cassandra there were other ways to help. I supported Vivienne but I also supported Leliana but that option didn't come up for a long time after I talked to Vivienne.

Who did you side with on the civil war?
Celene, I reunited her with Briala

Encouraged Leliana to kill traitor in Haven, thus hardening her or told her not to kill him?

I let her kill the traitor in Haven. This seems to be the deal breaker because I told her our agents were not expendable in later dialogue and she still killed the chantry sister when I tried to stop her.

Cassandra romanced?

Yup

Cassandra disband the seekers?

I told her she could do anything and she is rebuilding them.

Wardens?

I kept them as allies

I had ro replay 2 times i believe not the whole game because i had some previous saves, first time i reloaded to get the dancing scene with Cassandra in the story mission in Wicked eyes and wicked hearts, then the Divine stuff hit and not just that i also realized she would leave to rebuild the seekers, so i had to go back AGAIN but this time to a save when i just got to Skyhold just to redo all her romance and make sure to tell her to screw the seekers and let them die, then make sure i told her i didint wanted the same things as her in one of the conversations with her, then when the stupid manipulative snake of mother Gissele was talking to her i told her the chantry failed, and then in another conversation i told her there were other ways to help the chantry AND THEN i finally told her that i didnt wanted to loose her to the damn chantry, ALSO im making sure i will support Leliana or Viviene (prob Leliana) in every conversation, so im just "delaying" their Divine related conversations for both (Leliana and Viviene), I HOPE the game dosent screws me, but i dont think so since i am pretty sure right now Cassandra shouldnt be divine or leave at all, i have some stuff to do still but close to end the game so i will post what outcome i got.

I think if she reforms the seekers she will still be in a relationship with the Inquisitor though.

She just can't as Divine. I mean she would basically be a nun lol.

Did I screw myself over by telling Cassandra I believed the Maker exists??

I believe he exists, never said we needed to worship him. He seems like a real douche.

Might I ask one thing! Is it possible for Leliana to become the new divine if you side with the Templars instead of the Mages? Or do you have to side with the Mages for her to become divine?

afaik, Leliana won't be Divine if you ally with Templars.

Don't know about conscripting them!

Just follow the guidelines in the main post. If she reforms the seekers, there is no breakup. The breakup is only hinted at by her in the event that she becomes divine. If she rebuilds the seekers they stay together, she just leaves the inquisition after a bit to rebuild them. Having her neither become divine nor rebuild the seekers has her staying with the inquisition.

Apparently, it is possible to get Leliana as Divine if you ally with the Templars, you just have to be completely anti-chantry and put Briala in charge. I don't know about conscripting them.

Ok then! I have ran into a problem then!

Here is what I did!

1. Sided with the Templars

2. Disbanded the Templars

3. Told Cassandra to disband the Seekers

4. Kept Celene as the Empress

5. Discouraged Cassandra from becoming Divine (due to romancing her)

6. Gave my support to Vivienne and did the support quest for her on the War Table.

I do not know who will become divine based on the choices that I have made. Does anyone know who it might be? I sure hope it's Vivienne.

Cassandra as Divine Victoria:

1 - Conscripted mages
2 - No belief in the maker, but still allowing others to have their belief (outright refused the 'herald' title though), told Vivi i dont mind the circles, though it should be a choice to join or not, but some change wouldnt be bad, even suggested a mage for divine.
3 - Operation wise: I immediatly went to Cassandra when the option became available to talk about a successor for the divine and gave her my full support, I also got the operation to support Cassandra (and did it), when talking to Leliana after talking to Cass Leliana wasn't overly pressed to want to become divine, even when i suggested i could help.
4 - Fully supported Cassandra, tried to get the conversation there with Leliana, but couldn't really. Vivi I rarely talked to, but she also suggested Cassandra instead of her, so i didn't even bother suggesting her.
5 - Orlais: blackmailed all 3 parties into a truce for status quo (gaspard -> celene -> brialla in that order iirc)
6 - Told Cassandra to reform the Seekers in her idealistic image.
7 - Leliana kills the Sister (she only seemed to become 'hardened'/'settled' into her role as Lefty after the message)
8 - Told her keeping her scouts safe was correct.

Other tidbits:
Played as female elven mage, tried to romance Cassandra (But Varric's books ruined her mind for that sort of relationship).
Kept wardens as allies and finished their operations.
Let Blackwall rot in jail (hey chantry has a power base in Val Royeaux you never know it might influence the weight of your preference)
Gave the historical documents about the Emerald Graves to the chantry (might have given my vote more weight?)
Gave white wyvern heart to vivi (just in case she might go for being divine out of spite to me?)
Turned garden into a prayer thing. (more weight on the vote? Hell still no idea if those cosmetic upgrades were anything but cosmetic even though when you pick em the game does seem to tell you how you'll 'appear')
Created a circle tower.
Created a infirmary

Near the end i went from dragon throne to an andrastian throne (Superstition?)

I'm going back and telling Cassandra to forget the seekers so she stays with my inquisitor. SO NERVOUS!!!! Keeping all my previous saves on the cloud just in case. No rewriting saves until I have the together forever ending..yes I'm cheesy sometimes.

So is the only way to avoid being ninja'd by Vivienne not to recruit her at all? Cause I'm fine with that. I was angling for Leliana in my last playthrough - disagreed with Vivienne in nearly everything - yet she still ended up Divine. So for my Nightmare run, I don't want that to happen again.

Disbanding the templars, is that when they join the inquisition, or remain independent? I was always confused by the terms used on the templar side because it seemed opposite of what it suggested. #4 and #6 should put her as your divine.

That's certainly one way to do it. :) I've only ever gotten Viv by trying to get her specifically. The only ninja candidate I had was on my first playthrough, each subsequent one has been exactly who I wanted/guided through dialogue/decisions.

Based on my playthrough and what I'm seeing of others' playthroughs, it looks to me like the war table warning is correct - open support for a candidate has a negative impact on their chances.

That was the opposite experience for me. I supported Cass in my first playthrough and she became Divine.

I was aiming for Vivienne as Divine, and got a big surprise! I was thinking Leliana would ninja me, but it turned out to be Cassandra instead. I'm wondering if allying with the templars would have made a difference? Unfortunately, for this particular playthrough there's no option for the Orlesian throne except Briala.

Who became your divine? (Softened/Hardened if applicable)

Cassandra

Who did you side with mages/templars and under what condition. (Conscription, free)

Templars, conscripted

When speaking to companions regarding chantry, how did you respond? (i.e. Dorian, Vivienne) (i.e. chantry is fine, mages need to be free, chantry reformed)

Either I didn't care, or I thought the Chantry shouldn't even exist

Did you do any of the war table operations to support a divine candidate? Did any come up at all?

Vivienne's, and I completed it

Did you support a divine candidate through dialogue with them?

Vivienne

Who did you side with on the civil war?

Briala

Cassandra disband the seekers?

Did not complete Cassandra's personal quest

Leliana Kill/Spared Traitor at Haven/Sister at Chantry?

Leliana killed Butler and Natalie

Leliana told she was right to keep her scouts safe, or that she was wrong?

Leliana was told she was wrong to protect her scouts

Yeah, I don't think it immediately kills their shot at being Divine, but it might reduce their chances? Not sure.

Yep. You can even go the entire game without speaking to Viv and she could become the Divine. It's all based on your choices.

Are we sure of this? I'm just wondering because I basically didn't talk to Viv the entire game, and at the end, I didn't even know she was an option to become the Divine.

After I recruited Viv, I spoke to her once. During that conversation, I got a romance prompt and tried to hit on her. She delivered such a scatching put down that I never spoke to her again for the rest of the game. ;)

When I got to the end, the only people mentioned at any point as being up for the position of Divine were Cassandra and Leliana. Nobody mentioned Viv, and I didn't get any mission for her. Until I saw this thread just now, I had no idea it was even possible to get Viv as Divine. Not that I would have wanted that, given how cruel she is in matters of the heart.

Here's what I did to the best of my recollection:

Cassanrda is Divine.

Who did you side with mages/templars and under what condition. (Conscription, free)

Free mages.

When speaking to companions regarding chantry, how did you respond? (i.e. Dorian, Vivienne) (i.e. chantry is fine, mages need to be free, chantry reformed)

Mages need to be free! Though given how things turned out in DA2 when I supported Anders in this stance, I don't know why I thought this was a good idea.

Did you do any of the war table operations to support a divine candidate? Did any come up at all?

None came up.

Did you support a divine candidate through dialogue with them?

I supported Cassandra. I spoke to Leliana, but I don't remember a prompt to support her, so I must have taken the conversation a different direction.

Who did you side with on the civil war?

Celene

Cassandra disband the seekers?

I suggested she might be able to reform them.

Leliana Kill/Spared Traitor at Haven/Sister at Chantry?

Leliana told she was right to keep her scouts safe, or that she was wrong?

I definitely told Leliana she was right to save her scouts, and I told her not to kill the sister at the Chantry, but she killed her anyway and became hardended. So I guess she must have killed the traitor at Haven, though I don't recall.

How did you treat the chantry ambassador who inquires about the next divine? (Complied, told them no, etc.)

I told the ambassador they would have to make up their own mind.

Cassandra romanced?

No, I romanced Josephine.

Wardens?

I kept them as allies. I then sent them on a mission at my war table about five minutes later where they were immediately wiped out in their entirety. Whoops! So... I chose to keep them, but they all died anyway, if that somehow matters.
