But in-game (origins), tell her she's a good person.

In-game (inquisition) don't let her kill anyone.

This has been said within the last 1-5 pages. Conscripting mages, not forcing the Templars to join the inquisition and disband their Order, putting Gaspard on the throne, and supporting Cassandra's ideals when she speaks of them to you will put her on the throne, along with chantry reform dialogue. 

 

You can get Cassandra as Divine with Celene on the throne as well. That happened in my first playthrough.

Accidentally, I selected "Ill support you." with Leliana.  I was just trying to be nice,,, like, moral support.

In my game I got Cassandra. And this is when everything went wrong.

I checked your wiki page today and was surprised to see I definitely had to end up with Leliana as the divine in my game, considering all the choices listed and made. She was ahead of everybody else for like 10-15 points. I was thinking of unlisted choices, which could have influenced her losing to Cassandra... but then you came with this tool, I just used it and got this:

Name: ???????? (It's okay, probably because my character's name has cyrillic symbols in it)
Race: Human
Gender: Male
Class: Warrior
Level: 21

Vivienne: -4
Cassandra: 0
Leliana: 20

Done.

Sooo... Seems the game thinks I should have gotten Leliana, too. But I got Cassandra.

Could this possibly be because of her zero points ruining the approval checker?..

The war table mission adds +10. Maybe there are some other hidden factors, that would be annoying.

Oh, ok. Thanks, I think I'll try to reload an early save and replay through the end missions with Cassandra's points shifted from the 0, just to be sure, before reporting this as a bug.

I used a save in which the war table mission for Cass has long been done (save from the party after the final battle). Don't have one left before the mission, would have been interesting to see the difference.

This conversation is rather complex and needs a lot of extra checking. I have tested Celene rules alone, Gaspard spared, and it's Vivienne +5, Leliana +1.

I ran more tests. Executing Gaspard leads to Vivienne +1, sparing him to Vivienne +5, Leliana +1. It doesn't matter whether you reconcile Celene and Briala or not. I also found a bug in the game logic: whenever Leliana should lose 1 or 5 points, she gains them instead. I've updated the list accordingly.

Minor update for the tool: Download This version also shows companion approval.

Oh dear, looks like I'm getting Leliana as the new Divine if this is to be believed... My Warden is not going to be happy...

 

Remember. She did say that she'll change things about the chantry. What if she changes the thoughts about loving another person, and marrying them even though said person is divine?

So it looks like there is something else at play other than these points. I'm going to try editing various plot flags and see what happens.

I don't know how advisor ranks work yet.

There are some conversations in Haven that may change the points. I have a save right after the conscription and it has V 10/C 1/L -10 as expected.

In my third playthru, and I'm trying to get Leliana as a Divine. I'm near the end of the game, I just got back from the Arbor Wilds and talked to Leliana and voiced my support for her, but I was never given the option for the war table operation to support her.

 

Is there a certain point or dialogue option that comes up to get the war table operation to unlock?

I reconciled Celene and Briala.

 

Allowed Wardens to stay.

 

In all dialogue options my inquisitor has voiced that the Chantry needs to drastically change and that mages need freedom from the circles.
