So far there's no way to know. It's more what you prefer and who your divine is.

Ask yourself:

Do you trust Leliana, Cass, or Viv with control of the Inquisition?

Do you want more resources to stop Solas at the risk of spies or no resources at all but no chance of spies?

Personally, I always keep the Inquisition under Divine Leliana as I both completely agree with her goals and feel like she's the one who'd give us the greatest freedom and chance of ferreting out spies.

I typically do this, along with Allying with the Mages.  So yes.

Is siding with the mages, reconciling Briala and Celene, and recruiting the Wardens a feasible set of choices for having Cassandra end up as Divine?

That sounds like it would more favor Leliana.  But would not be insurmountable, depending on conversation options and if you back Cassandra

Because she and Cass did such a great job keeping Troll-ass and Qunari spies out.

As long as you side with the mages it should be OK, but you must not mess with other dialogue choices during the game

99 out of 100 you should end with Leliana.

Yeah but if you did something like ally with the mages then the gap between Leliana and Vivienne's Divine score would likely be too large to overcome. I'm not sure what you did exactly but that could be one reason.

I always end up with Vivienne, which I don't want as Divine.

This time around I allied with the Templars but kept repeating the mages should be free.  i supported Cass - I have yet to see whether or not Cass gets in this time.

I supported Vivienne as Divine, talked Cassandra out of it, told Leliana I didnt approve of her, completed Vivienne's War Table mission, and Leliana still became Divine.

WHAT THE HELL?

I've gotten all the results, but I didn't think to pay attention how. Only once did I side with the mages and then conscript them and I ended up with Viv, so I disbanded the Inquisition. I like the idea of Cassandra as Devine, but it seems like she has a lot of adversity, so I would refuse to to disband just so I could lend her support, same with softened Lelianna. Hardened Lelianna it would depend on how I felt at the time...(scrw you Teagan!)

Well, I managed Cassandra. I think the big swings for it were conscripting the mages rather than allying with them and supporting Cassandra at every possible dialogue option. I also declared the Inquisition for "order, not faith," which probably helped stave off Vivienne after I was too nice to her during conversations at Haven.

The various factors involved are complex but I would say that to date conscripting the mages, reconciling Celene and Briala and keeping the Wardens has seemingly made it impossible for me to get anyone than Vivienne, even when I vote for Cassandra.    Whereas conscripting the mages, making Gaspard Briala's puppet and exiling the Wardens gave me Vivienne if I didn't vote for anyone but Cassandra when I voted for her.     Conscripting the mages, making Gaspard Briala's puppet and keeping the Wardens got me Leliana.   Conscripting the mages does seem to weigh things heavily in favour of Vivienne, as does retaining Celene, either with or without Briala.   Allying with the mages makes it far more likely to get either Leliana or Cassandra, particularly if you vote for the latter.

Would saving Celene but conscripting all 3 to the inquisition count as siding with Celene? I'm working on the second time I've done that now. I also let the Duchess live and she's now working in the kitchens.

I think if celene lives, that counts as siding with her

I'm submitting a write in vote for Morrigan as Divine, but will settle for Leliana.
