So I know where to find it (Cass or the book merchant) but neither have it or have given it to me. I have all the quests to get the specializations and all the other items but cant find it. Is it main chain gated? I haven't gone to the ball yet. Any info would help, I would like to specialize asap!

Okay so I got book. But how do I complete the quest? I have all the stuff. 20/20 embrium 3/3 philtar and the book. I tried talking to Ser but nothing. Its becoming annoying
