It took me like 7 min to kill two bears....It seems my dps is super low. I have 2 mages, bull and varric and I just dont know...
I am lvl 8-9. My weapons do seem weak, but thats all I have.
IS the game just that slow?
What am i doing wrong? Fights take forever!

Bears have a lot of Armor (I believe that's what the "36" I saw on them) and a lot of HP. They are weak to fire, so if you have fire spells it helps. Aside from that some of my DW rogue big abilities would do decent damage when I could land them.

It take me less time killing bears on Nightmare at the same level. 1-2 mins at most.
I suspect your weapons are very bad (mine are around 100-150 for melee and 50-70 for ranged), or the abilities you unlocked are very bad.
