Also, how is it that Kasumi and Zaeed are the only ones not needing to get their ass out of a mission? I mean, it is for the DLC's convenience but I'd rather recruit them while on a mission rather than meet them in Omega or the Citadel.

Did TIM (or Maya Brooks) had a dossier to recruit Tali in the first place, or did they think about recruiting her after Shederp encountered her in Freedom's Progress?
My guess is they had the dossier already. If memory serves, Shepard can ask about Tali when speaking to TIM after escaping Lazarus station. To me, that says Cerberus knows about Tali already.

ME2 questions. This is ME3's forum. But I'll answer.
First the TIM question. No. He did not have a dossier on Tali, only after Freedoms Progress was he thinking about it.

They certainly knew of Tali but I don't think they had recruitment dossier until later. TIM wasn't immediately okay with the idea of her joining. He needed more intel before he could commit to that because of his history with the quarians, if I recall correctly.
Zaeed was being paid a lot of credits by Cerberus. Kasumi joined up because they promised Shepard's help with getting the graybox. Not that she has any right being on the mission, imo. Lol.

She's the perfect candidate for a tech expert IMO. It's exactly her specialization - hacking and infiltration. Without her you only have one tech expert (TIM didn't know about Legion). Makes sense to have a backup plan. Same with Zaeed who is actually the only straight-up soldier if you go by the dossiers (we were supposed to get Okeer).They certainly knew of Tali but I don't think they had recruitment dossier until later. TIM: "That Was unexpected. I need more Data"
Also, I think that he could also be lying to Shep, because TIM could think that Tali would be an Interference in the Mission, and then, after seeing what the Collectors did on Horizon, he decided to put forward the Dossier. Remember how he said that Liara might've been working for the Shadow Broker, and "can't be trusted"?

So he wasn't killed in ME3? He just showed up in DAI as a red lyrium Knight-Commander Templar. Cool. I thought that Templar I saw in the game looked famiiar

Thats true but it still feels like a weird mission to bring a thief on. I didn't blame her for not wanting to regroup in ME3.

Prior to ME2 (in the books), TIM attacked the Migrant Fleet. I'm guessing he didn't trust her enough to try to recruit her until the benefit of a familiar face around Shep outweighed the potential consequences of her throwing a wrench in his operations
He did allow a very unstable, Cerberus hating, biotic death machine onto the ship.
Tali seems like a much safer bet.

I never played the first game and while I did play the second one I don't remember anything about it other than being disturbed by all the homoerotic stuff thrown at me. So I don't really have any interest in playing DA:I - though if I did I would wait a few months to let them patch it up and for the sea of DLC to roll out.
Does this templar have a specific name so I can google him?
