The guide says i'm supposed to be able to get Ellendra to join as an agent if I sided with the mages (not there yet) or am playing as a mage, which I am, but every time I ask, she gives me the same line and doesn't join. Is this bugged?

Get perk from Leliana (extra dialogue about magic) or bring Vivienne with you and deter to her after you ask the mage to join you.
