This is part of Josephine's romance line quest. In which I am supposed to search the shops of Val Royeaux in order to find her family crest. I have been to all the shops, talked to all the merchants etc, its not there. Any ideas?

It might be random, but I found it at the only merchant in the bazaar. (The others in that round area where you first ran into Lucius and his Seekers are inside buildings; there should be only one standing out in the open.)
ETA: Have you checked the merchant on the upper level, by any chance? I don't think it would be there, but it's worth looking, I guess.
