Ultimately the point is to get an idea of what works and what doesn't as a villain, at least among Bioware fans
So... here's my choice and reasoning.
Sun Li, the Glorious Strategist (Jade Empire)
Master Li didn't have a terribly sympathetic goal, nor did he wow us with an intimidating appearance off the bat. No, he strung us along, and I at least didn't see the reveal coming at all
He was a competent villain too. His plan actually worked brilliantly, to the point were he got everything he wanted and it took divine intervention to resurrect the protagonist to stand against him. But perhaps more important than any of that, with Sun Li Bioware created a personal relationship between the protagonist and the villain they have yet to match. Sun Li wasn't just something to fight against, he was the Spirit Monk's teacher and adopted father, the man who taught us how to fight. And then it all came down to the two of them.Sun Li - Your abilities have grown immensely. But it also does my heart good to see that you have remembered the basics of what I taught you...

And good lord those feels when I finally defeated him.Sun Li - No great waves of energy, no demons from the walls. Skill versus skill. Master versus student.
Sun Li - It seems I was a better teacher... than I thought.
So yeah, that's what I think Bioware should bear in mind going forward, a personal antagonist.
