At least im pretty sure its framerate. Im in the citadel and running around, but the screen keeps stuttering as i move along. This is odd because i can play dragon age without any problems...
Whats up with this? I have a ATI HD4850, pretty updated drivers as well...graphic settings ingame area rleady medium with all the extra stuff turned off.
Is this a known issue with just the citadel or something else?

Yup, had that too, i suspect it to be some problem with lighting implementation.

The Citadel is indeed generally the most stuttery parts of the game for everyone, including on the XBox.
Also, it might have more to do with the CPU than GPU; some graphics tasks actually do depend on the CPU.

May also want to check how your doing on disk space and/or do a defrag. DA:O is a different game engine so not really the best comparison.

Pretty much seems to be the citadel only, i have smooth framerate everywhere else...

Try Contig and the PowerDefragmenter GUI.

Then do a folder defrag on the folder where you installed Mass Effect 2.
I did it on ME1, and DA:O works great. Just unpack contig and PowerDefragmenter to the same folder and run PowerDefragmenter.

Certain other areas like the Noveria(sp) port are pretty stuttering as well.
