I recruited Blackwall at level 6 and saw that he had 7 skill points for me to spend (no skills bought yet). All nice and good.
I then recruited Iron Bull immediately after that and even though he was at level 6, he only had 2 skill points to spend. He had no other skills pre-bought.
This is a bug right? How do I fix this? All of my other characters (all at level 6) have between 7 and 8 skills points spent.
