This might sound impossible but um........Couldn't it have been developed on PC with just controller in mind or better yet they just made what they wanted to make for a UI.Naaa it is bonkers like looney toons.
Sarcasm Mode:OFF
Like Jeremiah pointed out Dragon Age:Origins never was PC exclusive.

Whatever it was, it was unintelligible. A trend you seem inclined to pursue.

In the console versions defence they have several reasons to get prioritized over PC versions:

- Some PC users cracks their games giving nothing to the developers.

- PC users usually create cheats which is hard to prevent especially true for multiplayer games where cheating is a big deal.

- Console market is larger than the PC market when it comes to games.

- Differences in hardware makes the PC version much harder than the console versions.

- All consoles have very similar controls, where as PC has a wider range from console controllers to mouse and keyboard.

That being said I wont deny that the game would have been many times better for the PC port if they put some time in it. I would much rather have waited another half year for it being released to the PC with the controls the game had in DAO. If they added that then they would never have to have this amount of complaints for any of their other coming games. But in the end it comes down to money and having EA standing over their shoulder it limits their options a bit.

TL:DR

PC versions are becoming the equivalent to moviegames (like expendables 2 the game) due to focus on consoles they add it to get a little extra on the side but it is far from the main focus.
