I heard there was a limit, but i'll be damned if it includes the agents.. 
Could there be a chance to reset/respec the perks?
Is there an inquisition perk limit? (and does that limit include the agents we recruit?)

It is my understanding that you are expected to get assignable 10-15 points depending on how completionist you are; and you can get enough agents to unlock the highest grade perks in Forces, Secrets, Connection categories without spending a point in them.

I read there are 20 perks per game. I'll have to look and see how many I actually have total with the ones from agents included. This kind of sucks.

There are a maximum of 20 perks attainable with roughly the same number of agents (plus three more with JoH) depending on your in-game choices.
