Is there a reason why the combos my inquisitor triggers only do 1 damage to the enemy?

Have you checked enemy resistances?

For example 'frozen' combo deals cold damage, so if enemy is strongly resistant/immune to cold it will only deal 1 damage.

I have had shatter (frozen) and sleep do only 1 damage. both triggered by mighty blow and whirlwind.
