I'm pretty sure armor is identical across races, just bigger/smaller depending on which race you choose. So I don't really see your point... why would Qunari players get different armor than say, a dwarf player? If there is any heavy plated armor in the game (I don't know because I'm not that far into the game yet), I think it will be available to all four races.

Qunari don't get helmets (they get vitaar which is basically a type of face painting).

 

Also there are race specific armor, which you can tell when the armor says "For human trained only" or "For dwarf trained only, etc"
