In the locked off area after you complete the Storm Coast Red lyrium War table op, the bridge between the first area and the place with the quest location and Varric's red lyrium quest is down, river unswimmable.  Where do I go to get across?

As you're standing on the edge of the bridge, and going further would drown you in the river, do a 180 and go straight forward, hugging the left wall, until you see to your left a painting of a white skull with a red line slashed through it. It should be illuminated by a torch or two. There's a passage right next to it. That will take you through some Dwarven ruins to the next part of the quest.

 

You'll come out on the top floor of a two-level ruin. The lower part of this two-leveled ruin has a door which can only be opened with the Red Templar key found on a corpse (it looks like a generic dead animal rib cage, not a person) back by the entrance (as you're headed into the quest, after the Inquisition scouts at the entrance but before the ships on the shore). That will lead to some loot and another dead-end bridge, but that's alright. Head back upstairs, where you entered the two-level room, cross the bridge there, enter the next room and continue onto the next bridge, which is complete, and that will bring you down to where you couldn't cross from the Red Templar key area.

I looted the key from a corpse killed by the red templar row boats you pass on your way further in

I found the key in the same area also.

Just look for a rib cage remain by the boats, the key is there. It took me two PTs to realise that the key does not drop off the RT mobs killed further in.

The Red Templar key is a bit of a random drop in there. I got mine in the kind of treasure room area you pass through heading towards the boat. Dropped off one of the assassin type mobs when I got it. not sure if that makes a difference.
