I own 2 PS4s, and i first noticed this bug when i tried to log into my other ps4 under the same user (so i can play in the living room while my wife is at work). I logged in and downloaded my save from ps+ but the game wouldnt allow me to load the save even though it recognized it. It just kept saying "Cannot load this file at this time, an installation is in progress" but i know 100% there was nothing still installing. So i gave up and just stayed playing on the first ps4.
The second time i encountered this bug is what really pisses me off. I encountered an unrelated bug

. I thought that this was probably just a bad install so i deleted the game and re-installed it. And guess what, after the install i can't load my save files. I get the same error i got on my other ps4 where it is mysteriously installing something still after 24 hours. (it isn't actually doing anything). I tried creating a new character to see if that was even working. It worked perfectly, but when I went to check if it was still gonna give me the same error all 5 copies of my old saves were gone! Apparently it was deleted when i hit new game. I checked ps+ and for some reason it wasn't auto uploading like it's set to and the only save was the one i manually uploaded day 1. And even that file after downloading still gave me the installing error.
So I just lost 40+ hours of gameplay (i did evey side mission) with no way to recover it.... Not too happy right now
