Supposedly a merchant in Val Royeaux sells blank runestones. As far as I can tell I've checked them all. Am I missing something obvious? Which merchant is selling the runestones?

Havel sells them, but only after a certain point in the story.
after taking control of crestwood keep you will have access to a merchant that sells them
