I've killed at least 7 Venotari Spellbinders and I only have 2 Tomes. I killed all the ones for Dorian's Quest and all the ones in the Exalted plains and a few in the Wastes. I don't know what's up but at some point, I either killed a Venotari that had it and didn't see the loot or there's a bug that's not allowing the drop.

Venatori Spellbinders don't drop what you need for this quest. There are 3 groups of mobs of Venatori Rifters who will drop it. The exact location can be found in a video that is posted in the other thread regarding this quest.
