The three locations for this  quest seem to be behind a temple door which I currently see no option to open.

 

Without being spoilerific, is this a door that will eventually open due to a quest? And if so, is it something I leave to leave the Storm Coast to do?

 

Best as I can tell, I've completed nearly everything else in the area, and no option to open the door presents itself.

You need to be level 13+ and at certain point a operation becomes available in the war table regarding a Red Templar dock. Completing that operation will unlock the entrance. So, ignore it for now and move on.

The quest is called Red Waters. When I first arrived on the Storm Coast it drove me fairly mad trying to find a way in till I read of the required operation.

I'm 15th level but the quest is not availabile yet.... i don't know if is a bug... or .. there's another quest before?

Sigh, I found this infuriating.  I tried looking for a path around, climbing up the mountain side, just to get nowhere.  The same problem with Valmaar level 3...  no indication that you arent supposed to go there yet.  Its really frustrating.

 

I kind of miss the older style of BioWare games, where the world wasnt so open.

It unlocks after either after wicked eyes and wicked hearts or after the whole hawk stuff.

I haven't done wicked eyes and wicked hearts. I'm pretty sure it unlocks after you meet Hawkes contact or right after you go to the western approach to meet Hawke.
