If you want to challenge the bandit leader in the Storm Coast, you cannot because the option to requisition the Mercy's Crest is broken.

Worked fine for me, and I'm on PC

I'm on PC.  I found the replication for it.

1: Have the required items in your inventory *before* finding the item that sparks this quest option.
2: Cannot requisition

Solution:
Re-aquire the items needed after obtaining the quest, then requisition the Mercy's Crest.

Aparently, if you already have the items in your inventory before getting the quest and trying to requisition it, it will not recognize that you *have* the items already.
Once you get the required items over *again*, the Mercy's Crest can be requiitioned.

-- still a bug, but at least there is a solution.

I thought it was an amulet I looted

I messed up this quest, killed them all before going and making the amulet, now I have this amulet in my inventory I can do nothing with
