I have pretty much unlock the entire zone but my regions still say i am 20/21. Am I bugged or is there a quest later that will unlock new area for me?
Pretty sure I have unlock whole zone because I have killed the dragon, solve the underground puzzle, destory the defensive tower, and went into the tomb at bottom of the map.... not sure where else is secret area...

I had to let mine cool off by going back to the hinterlands to find the mosaics I missed. Needless to say my ocd is not happy with me for doing this as there's one mosaic that I and it seems everyone else is having trouble finding there

I've literally scoured every nook and cranny of the Hinterlands. It's not there, so probably a bug.. there's a few of those hanging around.
