Why doesn't it make sense to people that the Hinterlands do actually make sense. Simple fetch quests, helping random nameless refugees, saving someone's ram, hunting meat to help the refugees and marking cashes were supplies that once belonged to enemies can belong to those who need them and most importantly closing numerous breaches. All these quests make complete sense when you're starting the Inquisition, you are a controversial organization yes, but you're still trying to build yourself from the ground up, and as a leader in people's eyes you're the one taking charge of that. You'll help people no matter how minor the issue is; you make sure good words are spoken about your organization and at the same time you're getting supplies, materials, experience (both mechanical and technically speaking), power and fame for both you and the Inquisition. Honestly it feels so much better hearing (minor story spoilers for those who haven't reached Skyhold yet)
Truth is, play the game however you want to play. It's huge and if you feel the Hinterlands are draining you then leave once you're good to go which isn't a hard feat at the earlier stage of the game. If you judge a whole game based on a single area, then it's no-one else's fault but yours.
My personal opinion? I wish I don't need to replay ~14 hours I've spent on it because I'm so damn indecisive, but regardless, exploring the Hinterlands is a quality experience, I loved all the secrets I've unlocked and places I've discovered. Wish I had more time and will to read about the lore and codex entries though.
