How? all I get is a login screen. There is no option to set it to offline
I believe you will have to login into origins initially, and then can set it to offline from there.
Or if you login while not connected to the internet, that'll work too - assuming you've logged in on that machine before.

There's an option to uncheck "Log in Automatically" or something in the DA Options menu under Account I think.
@xkg In order to go offline that way I first have to go online. My concern is when I have no ability to connect at all (e.g. using my tablet to play where there is no wifi),
I haven't tried it yet but I can only hope that if it detects no wifi it lets me fire up anyway (i.e. the same way that steam does).
No. Origin automatically looks for an internet connection when it starts. There is NO way to start it in "offline" mode short of pulling the plug or blocking it with a firewall.
