Is there an effective way to take these guys down at low levels? Bringing them down isn't that much of issue itself, but the burn effect from attacking them is murder on my health. I'm trying to seal a rift and one of them is coming in every wave, and after taking down one in the first wave, I'll get slaughtered by the second one. I'm playing as a Qunari rogue, dual wield.

Try attacking from a distance - Winter's Grasp + Long Shot combo works fairly well.
With your melee characters just focus on other threats and/or try disrupting the breach (you should have it easy to lose threat as a rogue) to keep Rage Demon stunlocked.
Have your mage attack him with Winter's Grasp and Energy Barrage (with an ice staff) and have Sera/Varric stay far away and use Long Shot whenever he's frozen - it'll deal a ton of damage by itself and an adittional strong damage from 'Shatter' effect - multiplied by his vulnerability to cold (shatter deals cold damage, so it's the best combo agains rage demons).
With being constantly frozen, chilled and stunned from Rift disruption (and maybe some other abilities you have) it should be able to do much damage before dying.

Melee DPS get the short end of the stick in this game. I hope you have dodge unlocked.
As long as you are behind a melee enemy, you will only suffer damage if the enemy starts using some form of melee range AoE. There are telltale signs of such AoEs. For example, bear would stand up and slam down, dealing massive AoE damage. Rage demon/red templar demon would crouch down then straighten up with barrier, and will have a burning effect surrounding them as long as the barrier is active.
If you don't have a shield, the only solution is to dodge out of the way. Even with a shield, you may still want to dodge away, since those hits aren't worth blocking.
