Solas and I are both level 13 mages. I'm human. When I use tactician's amulet to respec both our characters, we both have 15 skill points available to use.

 

Not sure what's happening here. 

 

Only thing that comes to mind is the possibility I found an amulet of power for him at some point and used it on him, so that makes up the 1 racial skill point difference. (At which point, the human bonus ability compared to elf or qunari for mage is starting to feel lame)

 

Anyone else had something like this happen?

Not sure if this helps, but as a level 1 Rogue starting the game I found I had 2 points already spent in skills (Twin Fangs and Stealth). I imagine every class starts with a similar setup (ie 2 skill points sunk in skills @ lv1).

 

If you take the initial 2, add 1 for being human, then 12 from level-up, you should have 15.

 

Can't speak for Solas or other NPCs, but that should account for all of your skill points.

You start with two abilities, remember? When you respec that means you gain 2 abilities. Level 1 doesn't mean 1 or 0 abilities.
