i just hit level 10 and have unlocked like 4 people for the party and man it does not look good. at all.

I think Josie is available to all races and genders. But don't quote me
They had said in a interview that the reason you couldn't with Leliana is because since she was a possible romance option in DAO they didn't want to make her one again because any possible "extra baggage" she may have.
