I read that there is a merchant that can sell you treaties etc. that will actually provide you with Power and Inquisition points, so you can effectively convert the gold you have to Power and Inquisition Points.
Is this accurate, and has anyone found that merchant in Skyhold yet?
Near the stable. I believe you have to resolve a few operations on the war table to attract him.
The operation text was something to the effect of using your gold to attract influence (not the repeatable one to gather coin). It was in the Fereldan half of the map to the left (I remember that much 
)
I just got the 'Power for a Price' Operation after I hit Inquisition level 6, not sure if that's a requirement, but I think it's a safe bet.
