It is but as 2nd spec. Definitely go for Assassin first then either go Duelist or Shadow.

Oh I'd go Shadow for a first specialization.  I don't really remember why but you get good stuff there.

I've found Assassin/Shadow to be the more powerful combination.  The Duellist has good passives, but the Shadow has insanely powerful ones, especially Disorientating Criticals.  That, plus an upgraded Wallking Bomb and Paralysis Glyph can ensure enemies dont even get within melee range of an archer Hawke and allow you to clear large spawns with relative ease.  The decoy, alongside the Mabari, are also pretty effective tanks.

 

Not that an Assassin/Duellist is bad.  They can pretty much rely on auto-attacks and get sizeable damage off every hit.  But the Shadow's spike DPS, with a correctly configured team making most use of combos, blows it out of the water.
